Cyprus vs Dubai: tax and residency

Cyprus and Dubai, in the United Arab Emirates, are the two bases founders leaving high-tax countries shortlist most often. Dubai has no personal income tax and a 9% corporate tax above AED 375,000. Cyprus is an EU member state with a 15% corporate tax, personal tax up to 35% and a non-dom regime for dividends and interest.

Updated

UAE taxes are federal, so the figures apply in Dubai and the other emirates alike. The table compares what matters for a founder who moves with the company: personal and corporate tax, dividends, the day tests for tax residence and the regimes for newcomers.

Our take

Dubai suits founders who want no personal income tax, can give their company real substance in the UAE and will spend real time there; a residence visa with little presence rarely convinces a former home country.

Cyprus suits founders who need an EU base, European banking and payment access or EU contracts, and whose income is largely dividends and interest covered by the non-dom regime. Both work only if you genuinely move: leaving your current country has its own rules, and its tax authority will look at where you actually live and manage the business.

Questions

Is Dubai or Cyprus better for taxes?

It depends on your income. Dubai levies no personal income tax, and companies pay 9% above AED 375,000. Cyprus taxes salaries at up to 35% but exempts non-domiciled residents' dividends and interest from its defence contribution, and companies pay 15%. Your former country's exit rules can matter more than either rate.

How many days do I need to spend in Cyprus or the UAE?

Cyprus treats you as tax resident after more than 183 days in a tax year, or 60 days if you meet every condition of the 60-day rule. The UAE uses 183 days in 12 months, or 90 days for residence-permit holders with a home or work there.

Can I keep my company elsewhere and move to Dubai or Cyprus?

Often, but a company managed from your new country may become tax resident or have a permanent establishment there, and many founders move the company too. Plan the company and your personal move together, with advice in each country involved.
