Paraguay vs Uruguay residency
Paraguay and Uruguay are the two South American residencies that international founders compare most often. Paraguay grants a two-year temporary residence with no investment threshold and taxes individuals only on Paraguayan-source income. Uruguay grants permanent residence on proof of means of living and, since 2026, taxes residents' foreign capital income unless they elect a new-resident regime.

The table compares the residence permit, the taxation of foreign income and the timeline. Both processes end with an appointment in person, and in both countries the residence permit is separate from tax residency, which each country tests under its own rules.

Our take
Paraguay suits founders and investors who want a residence permit quickly, with no investment, and whose income is mostly earned outside Paraguay.
Uruguay suits people who plan to settle and spend real time in the country, want permanent residence from the start and value its institutions; newcomers with foreign capital income should check the conditions of the new-resident regime. Which one fits depends on where you will actually live and what your current country requires when you leave; take tax advice on both sides.
Questions
Which is faster, Paraguay or Uruguay residency?
Paraguay is known for a short process: in our experience about 105 days from the visit to a completed file. Uruguay's migration authority does not publish a processing time, so ask us for current experience before you plan travel.
Does Uruguay tax foreign income?
Since 1 January 2026, foreign dividends, interest and related gains of Uruguayan tax residents generally fall within IRPF. People who become tax resident from 2026 can elect a regime that keeps that income untaxed for the year of arrival plus ten fiscal years, if they meet its conditions. Paraguay taxes only Paraguayan-source income.
Does a residence permit make me tax resident?
Not automatically. A residence permit and tax residency are different things: tax residency depends on each country's own tests, and leaving your current country of tax residence has its own rules. Take advice in both countries.
Can I open a bank account with Paraguayan or Uruguayan residency?
Usually, yes, subject to each bank's due diligence. Our network includes institutions in both countries; the banking assessment shows which of them suit your profile and what they will ask for.
