Latvia: residence by investment

Latvia is an EU and Schengen member that grants temporary residence permits of up to five years to non-EU investors. Since its new Immigration Law took effect on 15 September 2026, the route open today is an investment in a Latvian company's share capital; property purchases no longer qualify. Redomiciled coordinates the investment and the permit file with licensed Latvian advisers.

Overview

Latvia was for years one of the cheapest property-based residence routes in the EU. That ended on 15 September 2026, when the new Immigration Law removed the real estate, bank deposit and government bond routes for new applications. Existing permits are unaffected.

What remains is the company route: an investment in the share capital of a Latvian company that meets size and tax conditions. The law also creates a EUR 150,000 route through a state-established investment fund, but the fund has not been set up, so no one can use it yet.

The permit gives residence in an EU state and travel within the Schengen area. Redomiciled coordinates with Latvian lawyers, who confirm the conditions on the day you file.

Residency

Latvia residence permit through company investment

A Latvian temporary residence permit for investors is granted for up to five years to non-EU, non-EEA nationals who invest in the share capital of a Latvian company. The usual threshold is EUR 50,000, or EUR 100,000 for larger companies.

The company is not a shell: it must meet size criteria and pay a minimum level of Latvian taxes each year, commonly cited at EUR 40,000, and the investment has to stay in place for the life of the permit. The applicant also shows personal means of support, set at EUR 780 a month for the company route in 2026, with lower amounts for a spouse and children.

The permit is re-registered each year and can lead to permanent residence after five years, subject to a Latvian language test and other conditions. Applications from citizens of Russia and Belarus face restrictions.
