Nauru: Economic and Climate Resilience Citizenship

- Legal basis
- Nauru Economic and Climate Resilience Citizenship Act 2024 (No. 15 of 2024), certified 2024-08-20
- As of 2026-10-25 · [4]
Overview
Nauru's programme is one of the newest in the market: Parliament passed the Nauru Economic and Climate Resilience Citizenship Act in August 2024 and the government amended its regulations in January 2025. Contributions go to the national Treasury Fund, which the government says will help finance climate adaptation, infrastructure and economic diversification on an island exposed to sea-level rise.
The programme is aimed at families who want a politically neutral second nationality without moving. There is no residence or visit requirement, dual citizenship is accepted, and the family definition is broad: parents, grandparents and unmarried siblings can join the principal applicant.
Travel access is mixed. Nauru remains on the EU's list of visa-exempt countries for short Schengen stays, but the UK imposed a visit visa requirement from 9 December 2025, stating that the programme's design was particularly vulnerable to misuse. Since 30 December 2025 the EU can also suspend visa-free travel for countries that grant citizenship for payment without a genuine link, so Schengen access is a risk to weigh rather than a given.
Applications go only through agents licensed by the Naoero Program Office, and independent lawyers provide legal and tax advice; Redomiciled helps you test whether Nauru belongs in your wider plan.
Nauru citizenship by investment
Nauru citizenship by investment is a discretionary grant of economic and climate resilience citizenship to applicants who pass government and international due diligence, attend an interview and contribute to the Treasury Fund. In 2026 the contribution is USD 115,000 for a principal applicant, or USD 90,000 under an offer for applications received by 31 December 2026.
The order is fixed by the programme: a licensed agent assesses eligibility and files the application, the file goes through government and international due diligence, the principal applicant attends an interview online or in person, and only after approval is the contribution paid. The Naoero Program Office says the process typically takes three to four months.
The contribution is USD 115,000 for a principal applicant, reduced to USD 90,000 under a special project for applications received by 31 December 2026. Each additional dependant aged 16 or over adds USD 2,000, and an unmarried sibling of the principal applicant or spouse adds USD 15,000.
The Act defines the family widely: a spouse or de facto partner; children under 18; unmarried children aged 18 to 30 who are fully supported; adult children with a disability; parents and grandparents over 55 who are fully supported; and siblings who have never married. Citizenship can be revoked for fraud or concealment in the application and for certain conduct afterwards, including terrorist financing and designation under UN sanctions.
Nauru accepts dual citizenship, but a voluntary second nationality can cost you your current one in some countries, so confirm the position at home first. Licensed agents prepare and lodge applications, and qualified lawyers should review the legal and tax consequences for your family.

Tax notes
- Acquiring Nauru citizenship does not on its own move your tax residence; that depends on where you actually live, work and keep your home.
- Your present country of residence continues to tax you under its own rules, and the United States taxes its citizens on worldwide income regardless of a second passport.
- Departure taxes, controlled-foreign-company rules and reporting obligations at home stay in place, so take tax advice before you rely on any change.
General information, not tax advice. Your position depends on your circumstances.
Banking fit
- For CRS purposes a Nauru passport is identity only; you still self-certify every country where you are tax resident.
- Reuse the due diligence file built for the Program Office, as banks commonly ask for the same evidence of wealth.
Questions
How much does Nauru citizenship cost in 2026?
The contribution is USD 115,000 for a principal applicant, or USD 90,000 for applications received by 31 December 2026. Each dependant aged 16 or over adds USD 2,000 to the contribution.
How long does the Nauru process take?
The Naoero Program Office says applications typically take three to four months, from filing through due diligence, interview and approval to the oath and passport. Complex family files or delayed documents can take longer.
Which family members can be included?
A spouse or de facto partner, children under 18, unmarried supported children aged 18 to 30, adult children with a disability, supported parents and grandparents over 55, and siblings of the applicant or spouse who have never married.
Why does the UK require visas from Nauru citizens?
The UK introduced a visit visa requirement on 9 December 2025 because of the citizenship programme, saying its design was particularly vulnerable to misuse. Nauru nationals can no longer use an Electronic Travel Authorisation for UK visits.
Is there an interview?
Yes. The programme requires the principal applicant to attend an interview, online or in person, after the due diligence checks and before a decision is made.

No partner institution in our network is based here; companies and residents here are introduced to partners in other jurisdictions.
- Redomiciled works with no banks in Nauru itself; clients who take this citizenship usually bank in financial centres elsewhere.
- Expect banks to ask how and why you acquired a Nauru passport. The UK's public criticism of the programme in December 2025 makes a clean, well-documented source-of-wealth file more important, not less.
- When banking access is the real objective, the banking assessment is the better first step.
Questions
Is Nauru's citizenship programme legitimate?
Yes. It rests on the Nauru Economic and Climate Resilience Citizenship Act 2024 and is run by the Naoero Program Office with licensed agents. It is also new and has drawn criticism, including the UK's visa decision in December 2025.
Do Nauru citizens need a visa for the Schengen area?
Not at present: Nauru is on the EU's visa-exempt list for stays of up to 90 days in any 180. The EU's revised suspension mechanism, in force since 30 December 2025, means that access could be reviewed.
Do I have to live in Nauru?
No. The programme sets no residence or visit requirement before or after approval. You take the oath of allegiance, which the Act allows outside Nauru, and keep living where you are.
