Türkiye citizenship by investment

Turkish citizenship by investment is an exceptional naturalisation under Article 12 of Law No. 5901, granted by Presidential decision to foreign investors whose qualifying investment a ministry or regulator has certified. In 2026 the minimums are USD 400,000 in real estate or USD 500,000 in deposits, government bonds, funds or a private pension, each held three years.

Updated

Each route has its own certifying body, which issues a certificate of conformity once the investment is in place: the Ministry of Environment, Urbanisation and Climate Change for real estate, the Banking Regulation and Supervision Agency for deposits, the Treasury and Finance Ministry for government bonds, the Capital Markets Board for fund units, the pension regulator for private pension contributions, the Industry Ministry for fixed capital and the Labour Ministry for creating 50 jobs. Amounts are converted at the Central Bank's effective selling rate on the date of the check.

For real estate, the minimum is USD 400,000 in a unit with condominium or construction servitude registration, or in land with a building on it, with a three-year no-sale annotation on the title. A unit bought off-plan qualifies if the full price is paid upfront under a notarised sales promise with the same annotation. The threshold was USD 250,000 until 2022, and bare land has been excluded since 12 December 2023.

For the deposit, bond and private pension routes, the regulation requires the USD 500,000 in foreign currency to be sold to a bank in Türkiye, and by that bank to the Central Bank, before the investment. The resulting lira is then held for three years in a Turkish lira deposit, lira government bonds or approved pension funds, so the currency risk of a deposit sits with you.

With the certificate, the investor applies for a short-term residence permit in the investor category under Law No. 6458, and the citizenship file is prepared together with it at the special offices the Population and Citizenship Affairs directorate set up for investors. The Ministry of Interior reviews national security and public order before the file goes for a Presidential decision. The spouse and minor or dependent children can be included.

Türkiye recognises multiple citizenship, but your current country may not accept a second one, so check its rules first. Male new citizens who are under 22 in the year of naturalisation, and have not served elsewhere, are liable for Turkish military service. Licensed Turkish lawyers carry out the due diligence on the property, prepare the files and advise on the legal and tax consequences.

Who it suits

  • Buyers who want a Turkish property anyway

You plan to own a home or investment property in Türkiye and can commit USD 400,000 for three years.

  • Families with ties to the region

A Turkish nationality for spouse and children fits your business or family life in the region.

  • Applicants without a Schengen need

European travel is not the reason for the passport, since Schengen and UK visits require visas.

Tax notes

  • Citizenship alone does not make you a Turkish tax resident: residence follows having your legal residence in Türkiye or staying more than six months in a calendar year.
  • Turkish tax residents are taxed on worldwide income at progressive rates from 15% to 40% in 2026, although Law No. 7582 now exempts the foreign-source income of new residents for 20 years if they were not resident in the previous three.
  • Rental income and capital gains from the Turkish property are taxable in Türkiye, and your home country keeps its own claims. US citizens remain taxable in the United States whatever second nationality they hold.

General information, not tax advice. Your position depends on your circumstances.

Banking fit

  • The purchase or deposit requires a Turkish bank account in your name, and that bank's foreign-currency sale record forms part of the citizenship evidence.
  • Banks outside Türkiye treat a Turkish passport as identity only; under CRS you still declare every country where you are tax resident.

Questions

What is the minimum investment for Turkish citizenship in 2026?

USD 400,000 in qualifying real estate, held for three years. The deposit, government bond, fund, private pension and fixed capital routes start at USD 500,000, and creating 50 jobs also qualifies. These amounts have not changed since 2022.

Does an off-plan property qualify?

Yes, if the project has condominium or construction servitude registration, the full price of at least USD 400,000 is paid upfront, and a notarised sales promise carries the three-year annotation in the land register. Bare land no longer qualifies.

Why must foreign currency be sold to the Central Bank?

The regulation requires the investment amount for the property, deposit, bond, fund and pension routes to be sold to a Turkish bank and by it to the Central Bank before the transaction. For deposits the lira is then held for three years.

Do I need to live in Türkiye?

No residence period is required. You obtain an investor residence permit as part of the process, but the citizenship rests on the investment, not on time spent in the country.

Will my son have to do Turkish military service?

Possibly. Men who are under 22 in the year they become Turkish citizens, and have not served elsewhere, are liable, though service can be deferred for two years. Those aged 22 or over in that year are treated as having served.

Who can be included in the application?

Your spouse and the minor or dependent children of you and your spouse. Parents and adult independent children need their own qualifying route.
